While attending the 2016 Dare to Dream Taoyuan Innovation and Entrepreneurship Carnival - Activities for Makers held at the Chung Yuan Christian University in Zhongli District during the morning of October 1st 2016. Taoyuan has an extensive industrial cluster that currently includes 13 Innovation & Incubation Centers. Plans were made to establish three entrepreneurship centers and an International Start-up Village, giving the youths who dare to dream to build their own enterprises. Mayor Cheng is dedicated to making Taoyuan the best place to work, live, and start new businesses and will make sure that the City becomes the best start-up hub of the entire country.
Mayor Cheng said that a lot of young people did not think about starting their own businesses because they felt that the barrier to entry of the start-up is simply too high. However, a society can only advance by encouraging the spirits of innovation and entrepreneurship. Current programs in youth entrepreneurship include an IP to IPO. The key focus would be innovations, new technologies, and new methods. The Maker spirit and approach were used to highlight the results of creative thinking. Taoyuan City Government organizes entrepreneurship competitions and Maker activities to encourage youth start-ups.
Mayor Cheng also said that Taoyuan offers a great potential in cultivating the Maker Spirit as the Taoyuan city is the national center of production and manufacturing, enjoying decisive advantages with strong foundations in various industrial sectors such as information and communication technology (ICT), logistics network, and electronic part and components. Mayor Cheng said that he once asked the management of Gogoro about the reasons they chose to establish their base in Taoyuan. The answer was that the company was able to acquire various parts and components of the electric scooter from subcontractors located in Taoyuan. This demonstrated the extensive industrial and production clusters provided by the Taoyuan city.
Mayor Cheng pointed out that the 2016 Dare to Dream Taoyuan Innovation and Entrepreneurship Carnival includes four major activities, including: (1) international conference where experts and researchers in creative industries and start-ups as well as successful businessmen were invited to share information and knowledge; (2) innovation competition; (3) identify matching business exhibits and opportunities; and (4) Maker-themed expos. The 2016 Dare to Dream Taoyuan Innovation and Entrepreneurship Carnival - Activities for Makers include 78 stalls, allowing visitors to witness the awesome creativity exhibited by everyone.

Taoyuan City Government also planned International Start-up Village in Youshih Industrial Park in Yangmei, which will be furnished with research and development factories that youths can make use of.
