COST OF LIVING/Formosa Plastics Group to spend big to boost employee births

The Formosa Plastics Group (FPG), one of Taiwan’s biggest conglomerates, will allocate about NT$140 million a year to its child care subsidy program to boost the number of children born to FPG employees.

 

In a statement Monday, the FPG said it launched the child care program in July, when it began providing NT$2,000 (US$62.89) a month to employees for every child until they turn 6 years old.

 

The group, the major entities of which include Formosa Plastics Corp., Nan Ya Plastics Corp., Formosa Chemicals & Fibre Corp., and Formosa Petrochemical Corp., will pay a one-time subsidy of NT$20,000 whenever an employee or spouse of an employee gives birth.

 

Based on expectations that the group’s employees will give birth to 850 newborns a year, the group said it will spend about NT$140 million a year on the subsidy program.

 

To supplement the program, the group said in the statement that the welfare committees of its individual subsidiaries will also provide scholarships for employees with children enrolled in school all the way through graduate programs.

 

FPG is just one of several prominent business groups in Taiwan to provide expanded child care subsidies as the country’s crude birth rate continues to decline.

 

Taiwan-based manufacturing giant Hon Hai Precision Industry Co. unveiled an expanded child care subsidy program in February 2021 in which the company provides NT$15,000 per month per child to employees who have children under 7 years old.

 

That incentive was an expansion of a previous plan introduced in 2015 that provided monthly subsidies for children up to 3 years old.

CORONAVIRUS/Taiwan’s weekly COVID-19 infections down 3%, mostly BA.5

The number of COVID-19 infections in Taiwan dropped last week for the first time in over a month, falling by 3 percent from a week earlier, with cases caused by the BA.5 subvariant making up 80 percent of the total, according to the Central Epidemic Command Center (CECC).

 

According to data released by the CECC on Monday, Taiwan recorded 278,187 new COVID-19 cases in the week Sept. 18-24, or an average of 39,741 per day.

 

The numbers mark a 3 percent drop from the 286,852 cases reported a week earlier, and the first time in six weeks — since Aug. 7-13 — that Taiwan has not recorded a week-on-week rise in infections, the data shows.

 

Meanwhile, DNA sequencing conducted on 160 domestic COVID-19 cases last week showed that 128, or 80 percent, were caused by the BA.5 subvariant, up from 59.2 percent the week before, CECC official Lo Yi-chun (羅一鈞) said at a press conference.

 

The CECC previously said it expects the current surge in BA.5 cases to peak in late September, and that it will continue to monitor the COVID-19 situation this week ahead of the planned lifting of the mandatory quarantine for arriving travelers on Oct. 13.

Former legislative speakers depart for Shinzo Abe state funeral

Former Legislative Yuan speakers Su Jia-chyuan (蘇嘉全) and Wang Jin-pyng (王金平) left Taiwan for Japan Monday to attend the upcoming state funeral of former Japanese Prime Minister Shinzo Abe.

 

Together with Taiwan’s representative to Japan Frank Hsieh (謝長廷), Su and Wang will attend Abe’s state funeral, scheduled to be held at the Nippon Budokan in Tokyo on Tuesday.

 

According to a Presidential Office statement released on Sept. 15, the bipartisan delegation appointed by President Tsai Ing-wen (蔡英文) includes Su, who is chairman of the Taiwan-Japan Relations Association (TJRA), Wang of Taiwan’s main opposition Kuomintang, and Hsieh.

 

The delegation is expected to offer the condolences of the Taiwanese authorities and people at the passing of Abe and convey the message that Taiwan will “continue walking side by side with Japan” to “defend the peace and stability of the Indo-Pacific region,” the statement said.

 

Abe died on July 8 at the age of 67, hours after he was shot twice by a man with a makeshift shotgun on a street in Nara, near Osaka.

 

On Sunday, the Lee Teng-hui Foundation issued a press release saying the daughter of former Republic of China (Taiwan) President Lee Teng-hui (李登輝) will also attend Abe’s state funeral at the invitation of his family.

 

Annie Lee (李安妮) left for Japan early Monday morning and is expected to return to Taiwan on Wednesday, the foundation said.

TANG PRIZE/Economist Jeffrey Sachs urges dialogue amid rising Taiwan-China tensions

Renowned economist Jeffrey Sachs, who has been named this year’s Tang Prize laureate for sustainable development, has urged Taiwan and China to commit to dialogue to find a peaceful resolution in the midst of rising tensions between the two sides.

 

“We need dialogue urgently, because if it’s only taking the worst of the other side and that is what’s happening right now, we will get into an escalation cycle … we are in an escalation cycle that’s very dangerous,” Sachs said via an online livestream at the 2022 Tang Prize Forum series held at National Cheng Kung University in Tainan on Monday.

 

Sachs was asked by Taiwanese scholars what advice he had for the tangled relationship between Taiwan, China and the United States, particularly after U.S. House of Representatives Speaker Nancy Pelosi visited Taipei last month.

 

Tensions have been shaky across the Taiwan Strait following Pelosi’s visit, with unprecedented military drills held by Beijing and Taipei trying to drum up support from the international community.

 

However, Sachs said he believes dialogue is the best option as it will allow everyone involved to understand the respective positions, interests and security needs of the other sides.

 

“I hope I’m not naïve in believing that there is an absolutely peaceful and mutually constructive approach, that is my strong view. And it’s not only my hope, it’s also my understanding but we’re not naturally gravitating towards that right now because there is very little trust and very little discussion,” Sachs said.

Citing the war in Ukraine, Sachs said the incident has exacerbated the distrust of his compatriots in the U.S. government.

 

“My message is speak with your counterparts, because they have a point that needs to be heard. And if you listen better, we can actually find a peaceful resolution of the war in Ukraine and we can find a peaceful resolution of the increasing and incredible tensions in your region as well,” Sachs said.

 

Sachs said he believes it is important that all sides aim for cooperation instead of actions that are provocative or dangerous because the economic cost of the loss of trust are extremely high, citing the benefits of having an integrated power grid for North East Asia.

 

“There’s no reason that Taiwan cannot power itself with Gobi Desert renewable energy, because there could be a regional grid,” Sachs said. “But this requires trust, this requires a sense of security and national security, and that trust doesn’t exist right now.”

 

Further elaborating, Sachs said the distance from Xiamen in China to Taichung in Taiwan is about 250 kilometers.

 

“That’s a pretty routine submarine cable, so one could, if there were a high level of trust, connect the mainland and Taiwan power grid and make all sorts of solutions that don’t exist right now,” Sachs said.

A global leader in sustainable development, Sachs won the biennial Tang Prize this year for “leading transdisciplinary sustainability science and creating the multilateral movement for its applications from village to nation and to the world,” according to the award citation released by the Tang Prize Foundation.

 

Sachs, who is from Detroit, Michigan, is widely recognized for his bold and effective strategies to address complex challenges such as extreme poverty, human-induced climate change, international debt and financial crises, national economic reforms, and the control of pandemics and epidemics.
