MOTC Clarifies Scooter Ride-Hailing Restrictions Amid Uber Pilot Speculation

Taipei: The Ministry of Transportation and Communications (MOTC) stated on Thursday that scooter ride-hailing is not permitted under current rules, following social media speculation about Uber's potential pilot program in Taipei.

According to Focus Taiwan, the MOTC referenced Article 34 of the Highway Act, which restricts commercial passenger transport services to approved bus and taxi operators. The existing regulations do not allow scooters to be used for commercial passenger transport. Violations can result in fines up to NT$200,000 (US$6,340) for drivers and up to NT$25 million for platform operators, with both facing possible license and permit revocation.

The ministry's announcement was prompted by social media posts showing Uber had contacted certain drivers on its platform. The drivers were asked to visit Uber's service center in Taipei's Beitou District with their licenses and documents for a "pilot program." However, the message did not clarify whether it involved ride-hailing.

Taipei Taxi Drivers' Union spokesperson Lee Wei-er indicated that Uber had previously proposed a Beitou cultural promotion project involving scooter ride-hailing to the Taipei Department of Information and Tourism. The proposal was rejected after consultations with the city's Department of Transportation and Public Transportation Office, citing the illegality of scooter ride-hailing.

The MOTC also consulted the Financial Supervisory Commission, which emphasized the absence of passenger and liability coverage for scooter ride-hailing services. The ministry highlighted that insurance premiums are based on vehicle use, distinguishing between private and commercial vehicles. This could lead to claim rejections or disputes, leaving drivers and passengers without full coverage.

In a statement, Uber did not directly address scooter ride-hailing but expressed its intention to leverage technology for more convenient, efficient, and safe mobility options. Acknowledging Beitou's unique geography and tourism traits, Uber mentioned working with Rides Formosa Co. to explore digital innovations that could enhance local transport services, including improved safety features.

Uber added that the plan is still under evaluation, expressing a desire to collaborate with local fleet operators and partners to advance green and smart mobility.
