Taipei: Taiwan's game software industry generated NT$71 billion (US$2.24 billion) in revenue in 2025, marking a 48.7 percent increase from five years earlier. This growth has been driven by the rising demand for digital entertainment and the stay-at-home economy. According to Focus Taiwan, the Ministry of Finance (MOF) reported that the industry's revenue climbed from less than NT$50 billion in 2020 to NT$71 billion in 2025, with game software publishers experiencing the most significant growth, more than doubling over this period.
The MOF's Department of Statistics highlighted in their recent report that the industry's expansion is largely due to the increasing popularity of online gaming, mobile games, and other digital leisure activities in recent years. Despite the revenue surge, the number of game software-related businesses remained relatively stable, fluctuating between 1,114 and 1,149 from 2020 to 2025. The industry is composed of three main segments: game software publishing, game programming, and game software distribution.
The report noted a 12 percent decline in the number of game programming firms, which account for about 60 percent of the industry, reducing to 642 by 2025. This trend reflects the intense market competition and challenges in recruiting talent. Conversely, the number of game publishers increased by 77 percent to over 200, facilitated by digital distribution platforms that lowered entry barriers, while the number of game software distributors remained stable.
Revenue growth for game programming firms was modest at 9 percent over the same period, as increased research and development costs and technical hurdles pushed the industry towards scale-based competition. The department also identified geographical concentration shaped by factors such as talent availability, market access, capital, and industrial clustering.
In 2025, Taipei, Taichung, and New Taipei emerged as the top three cities by the number of game software publishers and distributors. New Taipei led the revenue for game publishers, contributing nearly 60 percent due to the presence of major companies, while Taipei accounted for 39 percent. Additionally, Taipei dominated the revenue generated by distributors, contributing 64 percent, highlighting the concentration of corporate headquarters, distribution channels, and import agents in the capital.
For game programming, Taipei and New Taipei ranked first and second in terms of both the number of firms and revenue, together accounting for about 70 percent of the national total. Hsinchu City ranked third in revenue, holding a 10 percent share, supported by the relatively large size of local companies.
