Michelin unveils Bib Gourmand list for Taipei, Taichung, Tainan, and Kaohsiung

The Michelin Guide, which features the southern Taiwanese cities of Tainan and Kaohsiung for the first time this year in addition to Taipei and Taichung, released on Tuesday a list of 141 Bib Gourmand restaurants, a distinction given to establishments that offer a three-course meal for a fixed price not exceeding NT$1,000 (US$34).

The list -- which features quality restaurants in Taipei for the fifth consecutive year and Taichung for the third time -- was released ahead of the full Michelin Guide Taipei, Taichung, Tainan & Kaohsiung 2022 and includes establishments with Taiwanese, Chinese, Vietnamese, and other types of cuisine.

The selections cover 57 restaurants and night market stalls in Taipei, 37 in Taichung, 27 in Tainan, and 20 in Kaohsiung, according to Michelin.

Despite the impact from the COVID-19 pandemic, the four cities' food and beverage industries have shown great resilience and demonstrate the variety of the local food culture with at least 20 cuisine types represented, says Gwendal Poullennec, international director of the Michelin Guides.

"Extending their research for the first time to the historic city of Tainan as well as to the coastal city of Kaohsiung, our inspectors have been impressed by their respective culinary scenes," Poullennec said.

According to Michelin, in Taipei, six new eateries have been recognized with a Bib Gourmand distinction, including 60-year-old Yunnanese cuisine stalwart Jen Ho Yuan, dim sum restaurant Chuan Mu Yuan, Ah-guo Soup Noodles, vegetarian restaurant Little Tree Food (Da'an Road), Taiwanese eatery Yuan Wei, and chicken specialist Chi Chia Chuang (Changchun Road).

Of the six new entrants in Taichung, three are Taiwanese cuisine eateries -- Bamboo Country, Feng Chi Goose, and Mr. Good's, Michelin said.

The other three are Hello VietNam, which specializes in North Vietnamese cuisine; Xiao Chu Den, that offers Taiwanese snacks; and 60-year-old Hakka restaurant Niou Jia Juang.

Meanwhile, Tainan boasts the most new Bib Gourmand entrants, while 19 were chosen for their street food specialties, the guide said.

Many selections are decades-old stalwarts well-known for their local specialties -- milkfish dishes, sticky rice cakes, shaved ice, fish skin soup, and calamari rice noodles, it said.

Among the 20 Kaohsiung eateries that have received the Bib Gourmand, nine offer Taiwanese cuisine, six are casual eateries, while the others feature Thai and Chinese food, according to Michelin.

The full 2022 list of Michelin-starred restaurants in the four cities will be released on Aug. 30.

President Tsai visits troops in charge of monitoring Chinese drills

President Tsai Ing-wen (???) on Tuesday inspected three military units responsible for monitoring People's Liberation Army (PLA) movements around Taiwan to thank them for their service in the wake of unprecedented Chinese military drills launched earlier this month following a visit by U.S. House Speaker Nancy Pelosi.

The president inspected the Air Force's No. 6 Radar Squadron, the Navy's 3rd Hai Feng Shore Based Anti-ship Missile Squadron and the Air Force's Taipei Communication Squadron, three units located in northern New Taipei City, as the nation marked the 64th anniversary of the Aug. 23 Artillery Bombardment (more commonly known in English as the Second Taiwan Strait Crisis) of the outlying frontline county of Kinmen in 1958.

In her address to the troops, Tsai expressed the nation's gratitude to the units which she said provide "indispensable" armed forces defense in the face of a potential Chinese invasion as they are responsible for detecting and tracking PLA warships, warplanes and communications.

She thanked military personnel for their service and for remaining calm while carrying out their duties in such an unprecedented situation

As Tuesday marked the 64th anniversary of the Aug. 23 Artillery Bombardment, the president said their safeguarding of the nation showed the world that "no threat of any kind could shake the Taiwanese people's resolve to defend their nation."

On Aug. 23, 1958, nine years after the Republic of China (R.O.C.) government relocated from mainland China to Taiwan during the Chinese civil war, Chinese communist forces launched an attack on R.O.C.-held Kinmen Island, which lies less than 10 kilometers off the southeast coast of China.

Over the next 44 days, 475,000 artillery shells were fired at Kinmen in an attempt to take over the island, but the R.O.C. forces resisted the Chinese bombardment, according to Taiwan's historical records.

According to government data, 439 military personnel were killed and 1,911 injured in the bombardment. In addition, 80 civilians lost their lives and 221 were injured, the data showed.

The Republic of China is the official name of Taiwan.

Tsai's visit to the three military units came weeks after Beijing launched an unprecedented set of live-fire military drills in six maritime zones encircling Taiwan from Aug. 4. to Aug. 7., including firing multiple ballistic missiles into waters near Taiwan, as a retaliatory measure after Pelosi concluded her 19-hour visit to Taiwan on Aug. 3.

In addition to the military maneuvers, Beijing has also suspended imports of some Taiwanese food and agricultural products in retaliation for Pelosi's visit, the first by a sitting U.S. House speaker since 1997.

Beijing, which sees Taiwan as part of its territory to be reunified one day, strongly objects to other countries treating Taiwan as a nation, including sending high ranking officials to visit.

Taiwan researchers develop spider silk-based fiber optic sugar sensor

Scientists at Taiwan's National Yang Ming Chiao Tung University (NYCU) have developed a fiber optic sugar sensor using silk from golden orb weaver spiders, a technology they say could eventually be used to create next generation glucose meters for diabetics.

The research, which was led by Professor Liu Cheng-yang (???) and master's graduate E Hsuan-pei (???) of the university's Department of Biomedical Engineering, is published in the September edition of the scientific journal Biomedical Optics Express.

In a press release Tuesday, the university said the sensor was based on the use of fiber optics, in which information is transmitted as pulses of light through strands of fiber, typically made of plastic or glass.

In place of these traditional mediums, the NYCU team used silk collected from the golden orb weaver spider, which is highly resistant to strain, transmits light well and is suitable for use on the human body, the university said.

After collecting the silk, the team stabilized it using photocurable resin, and then coated it with a thin layer of gold for the purpose of sugar detection, creating a visible fiber optic sensor with a diameter similar to that of human hair.

From there, a strand of the sensor was immersed in a sugar solution, from which it transmitted measurements of surface plasmon resonance (SPR) that can be used to calculate sugar concentrations.

In the tests, the sensor was able to accurately measure levels of fructose, sucrose and glucose within 0.1 milliseconds, while maintaining the same level of sensitivity for one year, and functioning normally at both room temperature and human body temperature, according to NYCU.

Yilan County chief charged with corruption in land tax exemption case

Yilan County Magistrate Lin Zi-miao (???) was indicted Tuesday on corruption charges and other offenses, for her alleged role in a series of shady land tax exemptions and land deals, prosecutors said.

In a press release, the Yilan District Prosecutors Office said 14 other people, including several Yilan County officials and Lin's daughter, were also indicted in the case.

According to the office, prosecutors had summoned Lin and about 30 others on Jan. 13 for questioning about their suspected roles in several cases that were under investigation, including an Yilan County Government land tax exemption case in Luodong Township.

The other cases were related to an urban renewal plan for an area in Luodong and the questionable acquisition of property and other assets, the prosecutors' office said.

Earlier in the year, Lin's predecessor, Derek Chen (???) of the governing Democratic Progressive Party, had accused her of trying to waive the value increment taxes on her family's land, which was included in the area of the county's planned urban renewal project.

In late February, Lin was again questioned by prosecutors, and she was later released on bail of NT$800,000. At the time, the Yilan prosecutors' office said she was suspected of profiting from unscrupulous land deals in Luodong, in violation of the Anti-Corruption Act.

On Tuesday, prosecutors said Lin has since been unable to explain how she obtained a sum of nearly NT$78.45 million (US$2.59 million) in alleged illegal earnings, when her only declared sources of income were her monthly salary of NT$150,000 and rental income of NT$30,000 per month.

In addition to the corruption charges, Lin was also indicted Tuesday on accusations of money laundering, after prosecutors found that she had been depositing some of her alleged ill-gotten gains into the bank accounts of some of her acquaintances, with their permission, according to the press release.

As head of the county government, Lin should be seeking the well-being of Yilan residents and setting an example as a law-abiding and self-sufficient citizen, prosecutors said, adding that they would be asking the court for a heavy sentence.

The magistrate, who was elected in 2018 on the opposition Kuomintang (KMT) ticket, said the charges were trumped up for political expediency.

The indictment came as she was preparing for her re-election campaign, Lin said, adding that she will register as planned on Sept. 1 as the KMT candidate for Yilan magistrate in the November local government elections.

The KMT, meanwhile, said that it respects the judicial process and hopes the court will be impartial in its hearing of the case, thus giving Lin and the other defendants a chance to prove their innocence.
